请问在dc无论是换驾照还是第一次考驾照 只要未满21都必须受grad的限制么

如题 我现在不到21 想在dc换驾照 用国内的拿过去考个笔试 我换出来的驾照一定是受限制的么 跟第一次学车的人一样？

这个....我不是交警我也不知道哇....
DMV上说获得Full License with Conditions (Under age 21)的条件是：

You must have held a valid Provisional License for at least 6 months.

You must not have admitted to, been liable for, or convicted of an offense for which points may be assessed for at least 12 consecutive months.

You must provide a signed 10 hours Certification of Eligibility for Full License with Conditions form certifying that you have practiced night driving skills for at least 10 hours accompanied by a Drivers who is 21 years or older and has a valid full driver license. A photocopy of the supervising driver license must be submitted.
